On May 5, 2024, Russian authorities announced the addition of Ukrainian President Volodymyr Zelenskyy to their national wanted list. The Russian Interior Ministry has initiated a criminal case against Zelenskyy under undisclosed charges, aligning with Russia’s previously stated reasons for its invasion of Ukraine—allegations of oppression against Russian-speaking citizens in Ukraine.
This development is predominantly symbolic as Zelenskyy remains outside of Russian jurisdiction and continues to lead Ukraine through the conflict that began with Russia’s invasion in February 2022. Since the onset of the conflict, Zelenskyy has reported multiple assassination attempts against him, which have been successfully thwarted.
In response to this latest action by Russia, the Ukrainian Foreign Ministry has criticized the move as an act of desperation reflective of Russian state propaganda. This incident comes at a time when international relations are already strained; notably, the International Criminal Court (ICC) issued an arrest warrant in March 2023 for Russian President Vladimir Putin and another high-ranking official for war crimes, including the abduction of Ukrainian children—a warrant that Russia does not recognize.
The list on which Zelenskyy has been placed includes other high-profile figures such as Estonian Prime Minister Kaja Kallas, who has faced Kremlin criticism for actions deemed as “desecrating the historical memory” related to the removal of Soviet-era monuments.Â
