Black River Systems Co. Inc., based in Utica, New York, has been awarded an additional $11,999,814 for a contract modification focused on enhancing Cognitive Algorithms for Signals Intelligence (SIGINT) in challenging environments. This effort aims to update signal processing libraries for 5G signals, integrate new processing capabilities into open-architecture systems for better asynchronous operations, develop scalable SIGINT solutions using cognitive radio and machine learning, and design versatile hardware architectures for both current and future platforms. The modification increases the total contract value to $23,967,226, with completion expected by October 3, 2026.
The funding for this contract modification includes $100,000 from fiscal 2024 research, development, test, and evaluation funds, and $1,428,000 from fiscal 2024 operational system development funds. The project’s work will be carried out in Utica, New York, under the oversight of the Air Force Research Laboratory in Rome, New York.
