Vienna has emerged as a central hub for Russian clandestine operations in Europe, according to European and U.S. intelligence officials. The Austrian capital, known for its history of espionage dating back to the Cold War, is now a major base for anti-Western special operations orchestrated by Moscow.
Recent espionage scandals highlight the growing concern over Russian activities in Austria. In April, former Austrian intelligence officer Egisto Ott was arrested on suspicion of espionage. A month earlier, Austria expelled two Russian diplomats for actions deemed “incompatible with their diplomatic status.” Austrian intelligence officials disclosed that the number of Russian diplomats in Vienna has nearly doubled since the full-scale invasion of Ukraine, increasing from 300-400 to over 500.
Reports indicate that Vienna serves as a center for Russian covert operations, including funding and logistical support for assassinations, sabotage, spy recruitment, industrial espionage, and influence operations across Europe. Russian diplomats and support staff work from over 40 properties owned by Moscow or entities connected to the Russian state, many equipped with satellite listening devices.
Austrian intelligence officials have expressed concerns about the country’s role in facilitating these activities. “We are now becoming a liability for our neighbors because Russia is using us as an operational base,” said one official. The assassination of Maksim Kuzminov, a Russian helicopter pilot who defected to Ukraine and was later killed in Spain, has been linked to operatives based in Vienna. These assassins were reportedly funded with cash provided by Russian state employees from the Austrian capital.
